Preparing a Capital Construction Project Budget

Learning Objectives

1. Learn the components of a project charter and program.
2. Obtain tools and tips for conducting program and design meetings to avoid scope creep.
3. Develop a budget, based on the pre-design program requirements.

Session Abstract

Since project budgets originate with the program, this presentation will be focused on learning program components and how to efficiently develop and implement capital project programs to meet master plan and corporate goals.  The importance of determining a program budget prior to designing the project will also be discussed, along with a checklist of costly items that are often overlooked.  Project examples and practical tools will be provided.

Speaker:  John Wilson, AIA, CHFM, SASHE - ASHE Region 7 Advisory Board Member

In March of 2010, John Wilson joined the New Parkland Hospital team as a Senior Program Manager, responsible for owner coordination of design and construction activities associated with the hospital replacement portion of a $1.3 billion campus replacement.  This replacement program represented the largest hospital under construction in the country at that time.  Following a year on that team, John was promoted to Director of Planning, Design and Construction, responsible for oversight of Parkland’s ongoing capital construction program.    

John is a licensed architect with over 30 years of experience in healthcare architecture, focused on managing client services and project teams.  John’s experience includes employment with other Texas healthcare systems including Hendrick Medical Center in Abilene, Texas and Baylor Health and Hospital System in Dallas.  Prior to Parkland, John was a Vice President with FKP Architects, providing project leadership for healthcare systems such as Children’s Medical Center, Texas Health Resources, and the University of Texas Southwestern Medical Center. 

John holds a bachelor’s degree in Architecture from the University of Texas at Arlington.  He received accreditation from the American Hospital Association as a Certified Healthcare Facility Manager and received Senior status from the American Society for Health Care Engineering. 

John recently served as President of the Texas Association of Healthcare Facilities Management and received recognition from that organization with the 2021 Presidents Award and the 2023 Distinguished Executive Award.  John also served on the committee formed by the Texas Department of State Health Services to draft the adoption of FGI Guidelines.  On the national level, John helped form the curriculum of five ASHE PDC Summit Conferences by serving annually on abstract committees beginning in 2016.  John is currently serving as the Region 7 Representative for the ASHE Advisory Board.

Speaker: Art Kelley

Art Kelley has been in the sales industry for 33 years.  He began his career with Belzona in 2007 working in many large industries such as water treatment, power, refining, and manufacturing, and facilities maintenance.  He has been instrumental in working with many large companies, municipalities as well as health care facilities, in repairing, protecting and improving their buildings, machinery and equipment.  Some of the healthcare facilities include Parkland Hospital, UT Southwestern and Baylor, Scott and White in the DFW area, and St. John’s, St. Francis, Baptist Integris, and Mercy Hospitals here in Oklahoma. Art is a member of the OAHE, and ORWA (Oklahoma Rural Water Association).  He is the exclusive authorized distributor for Belzona products for the State of Oklahoma, North Texas, and N/NW Arkansas.

Architectural Principles of Safety and Security in Healthcare Environments

In response to rising violence in healthcare settings, there is a critical need to prioritize safety and security in these facilities. HFG (Health Facilities Group) Architecture presents a comprehensive approach informed by Crime Prevention Through Environmental Design (CPTED) principles and dedicated expertise. This presentation outlines three high-level aspects for a multifaceted approach to safety.

Organized Security — The organization of people, including hospital security, to enhance the perception of safety through observation, deter criminal activity, and promote psychological safety

Mechanical Security — Understanding the role of hardware and software to facilitate security goals; for example, implementing controlled access points and wayfinding elements to reduce crime opportunities and foster a sense of security

Natural Security — The design of the site and building to promote observation, ownership, and control of spaces and users, including:

• Natural Reinforcement | Naturally deterring crime by guiding visitors towards staff-populated areas, fostering a sense of perceived ownership
• Ongoing Maintenance | Ensuring both the interior and exterior of the facility presents a well-maintained image, utilizing landscaping and repairs as psychological tools to deter criminal behavior
• Site Analysis | Understanding the geographical context and community trends to inform design decisions effectively

By integrating these layers into a healthcare setting, whether at the onset of design or as an analysis of existing conditions, architects work collaboratively with the Owner to create healthcare facilities that prioritize safety and security. The application of CPTED principles provides a proactive approach to mitigating violence in healthcare settings, ultimately ensuring the safety of patients, staff, and visitors, while also optimizing the functionality and efficiency of the site’s or facility's infrastructure.

Dwayne Robinett is a Managing Partner, Senior Vice President, and Principal at HFG Architecture. He is an early adopter of the Crime Prevention Through Environmental Design (CPTED) Professional Designation, which demonstrates his commitment to creating safer, healthier and more sustainable environments.
